REPORTS TO:         Executive Director


To direct and coordinate a multidisciplinary management and specialist team overseeing intake and eligibility and providing oversight, consultation, and resources addressing consumers’ health care needs. Provide quality improvement of assessment and evaluation services, including the Early Start and Lanterman Intake and Eligibility Teams. To coordinate clinical case management and develop improved access and collaboration with community health supports for a vulnerable and high-risk consumer population. Responsible for providing consultation, education, and technical assistance; coordination of outside health care consultation and projects; advocacy and counseling; systems analyses; and review of purchase of service requests and consents. Additionally, accountable for procuring and overseeing wellness projects and grants and supervising the Wellness manager and the Equity and Cultural Diversity specialist.


  • Responsible for the operations of the Clinical Services and Intake Department including overall general management, strategic planning, operations, communications, staff development, consultant recruitment and interdepartmental communication.
  • Provides direction of the activities of the multidisciplinary clinical team of 3 managers and approximately 35 plus staff, consultants, specialists and support staff addressing the physical and mental well-being of individuals with developmental disabilities and their access to services.
  • Oversees the management of the Intake and Eligibility department for Early Start (ages 0-3) and Lanterman (over 3 years), including supervising the chief psychologist, physicians, intake counselors and para-professionals involved in eligibility determinations and staffings. Provides oversight for adhering to mandated policies and procedures.
  • Develops policies and procedures for assessments (e.g. medical, nursing, pharmacological, occupational/physical/speech, nutrition, psychiatry, etc.) performed by consultants.
  • Consults and trains service coordinators and consumers and their families regarding health and specialized services, generic community service providers, and vendor agencies addressing healthcare.
  • Initiates successful collaborations between state agencies and community stakeholders to implement federal and state regulations, guidelines, regional center standards, policies, procedures and wellness initiatives.
  • Lead and participate a s a member of various internal and external committees
  • Develops and implements interdepartmental programs and services including Clinical Staffings.
  • Develops intra-agency collaborations with the agencies such as the Department of Mental Health, managed and private health care plans, and local hospitals and clinics.
  • Directs staff in writing, securing, and implementing large state government and foundation grants for special projects to address needs of individuals with developmental disabilities and their families.



  • Timely reviewing and preparing various technical, narrative, statistical and outcome reports. Prepares clinical report for audits (e.g. Fiscal, Medicaid Waiver etc.)


  • Attends local and statewide meetings and collaborates with the other Regional Centers and the Association of Regional Center Agencies (ARCA).
  • Provide a positive experience for staff, consumers, service coordinators, vendors and the community.
  • Support the Executive Director and Board of Directors in carrying out the mission, vision and values of the organization
  • Develop, implement and communicate policies and procedures and translate those into programs and services for our clients.
  • Have an understanding of the overall operations, services, needs risks and challenges of the organization and the impact of policies and strategies on the community we serve.
  • Adhere to the highest standards of evidence-based practices and outcomes while ensuring client’s ability to make choices while adhering to the Lanterman Act and all State and Federal laws.



  • Required Master’s Degree in Clinical Psychology , Public Health, or related.
  • Preferred Medical/Clinical degree/licensure (MD, Ph.D. DO, OTR, RN, LCSW, LAC,) and a valid CA State License.
  • Preferred an additional Master’s degree in Public Health or Social Work from accredited program with experience and training in healthcare and/or social work administration.
  • Required professional experience in clinical services with programs focused on developmental disabilities and familiarity working with child clinical, mental health and developmental assessments.
  • Experience with administrative and supervisory experience of a multidisciplinary clinical team in a health care setting.
  • Requires the ability to communicate effectively both orally and in writing and be able to establish effective working relationships with staff, providers, clients, and public.
  • Requires ability to exercise independent judgment and discretion as well the ability to prioritize workflow and perform a variety of tasks in a timely manner.
