SUMMARY
The RIST Program Manager will provide strong leadership to ensure OPCC/LAMP operates a safe and
secure system of housing that is outcome and performance driven and that staff are focused on
maintaining long-term housing stability for members. The PM position is responsible for maintaining
the highest quality services and efficiency of operations, coordinating services with partner
agencies as needed, and fostering collaboration within the RIST team between other departments and
programs.

ESSENTIAL DUTIES & RESPONSIBILITIES
1. Ensure seamless continuity of care and housing services between OPCC/LAMP resources and
partners agencies
2. Ensure that services to Members are reflective of OPCC/LAMP Community’s model, which
emphasizes customer choice, harm reduction, and psycho-social rehabilitation
3. Provide clinical guidance to staff as needed, including in emergencies and crisis situations
4. Be available to respond to emergency calls and situations on a 24-hour basis
5. Assist in the screening, assessment, and enrollment of Members, including orientation to
program policies, assignment to case management staff, and determining Member interest in using
OPCC/LAMP’s Wellness Center as their primary mental health provider
6. Ensure all Member paperwork and data collection is complete, timely, accurate, and current in
agency records and electronic
databases through on-going audits of electronic data bases and chart reviews
7. Ensure housing performance standards of partners and funders are achieved, including a minimum
of 90% housing retention rate
8. Provide individual and team supervision, support, and performance evaluations for assigned
staff
9. Ensure that direct reports provide an ongoing schedule of groups, activities, and outings
designed to stabilize and improve quality of life for Members
10. In coordination with the Program Director of Housing, provide budgetary oversight of program
administration and ensure program revenue and expenses are within the opted annual budget
11. Ensure adherence to funding source contracts and performance standards; prepare written reports
on program activities as assigned and as required by funding sources
12. Ensure RIST program and staff follow all Policies and Procedures as outlined in the ICMS Manual
13. Provide input, evaluation, and updates regarding programs as requested
14. As needed, assist in involving members in daily activities, budgeting, facilitating
socialization, health maintenance, sense of community, and progress in recovery
15. As needed, assist in the screening assessment and enrollment of members, including orientation
to program policies resources and goals

QUALIFICATIONS
1. Masters’ degree in related field (Social Work, Psychology, or other Human Services)
2. Registered with the BBS, and has completed hours towards licensure and/or recently received
license is a plus.
3. Minimum of four years’ full-time experience working with the homeless, preferably those living
with mental illness and/or substance addictions
4. Able to provide direct supervision and management of assigned staff
5. Detail oriented with excellent time management, organizational, written, verbal,
interpersonal, and computer skills.
6. Able to work in a high tolerance Harm Reduction model with Members who have multiple barriers
7. Able to learn quickly and work effectively with a wide range of constituencies and with
minimal supervision
8. Strong interpersonal and team building skills
9. Self-starter with the ability to stay ahead of the curve and thrive in fast-paced work
environment
10. Current, valid California Driver’s with an acceptable driving record
11. Able to obtain and maintain CPR/1st Aid certification
12. Able to be on-call 24/7
